TikTok Shop Tests a $10,000 Managed Service for Sellers
Selected Smart Promotion sellers could hand TikTok control of paid campaigns, creator coordination and promotional content during a service period that is typically three months. Sellers keep the legal and operational obligations attached to every sale.

The reported offer would cost $10,000 upfront plus a commission of 10% to 20% per sale, with the rate varying by product category. Business Insider said both U.S. sellers and foreign companies selling into the country can participate. TikTok did not respond to the publication’s request for comment.
TikTok’s public Managed Service Plan terms, dated June 22, describe a voluntary offer for selected sellers inside the platform’s Smart Promotion framework. A seller must participate in Smart Promotion mode and remain enrolled in the separate Standard Plan during the managed service period, which the terms say is typically three months. The managed plan does not renew automatically, and TikTok can limit eligibility or withdraw it.
The service moves TikTok into work that sellers often assign to specialist agencies. Its terms allow content planning and production, including AI-generated material; creator sourcing and coordination; promotion management; and paid-ad planning and management through tools such as GMV Max. TikTok or its partners engage the creators and pay their commissions when those services are included. Business Insider’s pilot documents add product-listing optimization and hundreds of AI-generated videos to the reported package.
The public terms do not state the $10,000 price or publish the reported 10% to 20% range. They specify a transaction-based service fee calculated from settled merchandise value and a fixed participation fee disclosed at enrollment, both charged in addition to standard marketplace, logistics and refund-related fees. The U.S. schedule includes commitments for an enrolled quantity of creator videos and AI-generated content, plus gross merchandise value equal to at least twice the plan’s total cost. Its remedies are limited to partial fixed-fee refunds for missed content commitments and advertising credit when the sales commitment is missed.
Operational control does not transfer the underlying liability. Sellers remain responsible for product safety, labeling, pricing, claims, endorsements, disclosures, fulfillment, returns, refunds and customer service. They must select participating products, maintain the required listing and inventory settings, and fund samples when a campaign requires them. TikTok may choose creators, adapt seller materials and determine ad budgets, formats, placements and targeting, while the seller remains responsible for the accuracy and compliance of the resulting claims. Draft promotional content is deemed approved if a seller does not reject it within TikTok’s stated review window, unless the seller has already authorized automatic publication.
Business Insider reported that the pilot puts TikTok in direct competition with Shop agencies that recruit affiliates and run ads for brands. That overlap is already visible in the agency market: Podean’s July acquisition of Social Commerce Club added 70 specialists working across shop setup, creator-led sales, paid media and day-to-day social-commerce operations. TikTok’s offer brings much of the same operating surface inside the marketplace itself.
The August test should establish how many sellers TikTok selects, which services each package actually includes and whether brands will pay platform and managed-service fees for TikTok to run more of their Shop operation. None of those adoption details has been disclosed.
